Job Description

Purpose of role

To ensure that SIM / ASCARS project scope elements are safely delivered in accordance with the agreed requirements, budgets and within the agreed timescale. A major part of this role will be the management of all interfaces between onshore and offshore operations, construction, technical authorities, and discipline engineers (likely to be provided by external engineering contractors) and work undertaken at various stages by external engineering contractors.

Provision of support to the SIM Project Manager on all / any project delivery matters.

Responsibilities

  • Acts as Job Responsible Engineer for all scopes allocated to this position as set out in “TAQA-12-C-002 Engineering to Construction and Commissioning Interface procedure”.
  • Takes a lead within the project to promote the TAQA Safety Rules and during the daily execution of the work takes every opportunity influence others to conduct their work safely.
  • Interfaces closely with project sponsors e.g. Asset Managers, Hub Superintendents, Technical Authorities, Integrity Engineers and Appraisal teams during development of the early stages of scope development and continues to do so as work is delivered through the project lifecycle.
  • Prepares work scope estimates and accompanying Scopes of Works and presents them for approval to the Project Manager, appropriate members of the leadership team or appropriate committees.
  • Works closely with Technical Authorities and ensures engineering aspects of modifications are reviewed, risk assessed, managed and appropriately captured in engineering and related documentation.
  • Works closely with the Project Engineering Manager and Senior Technical Project Engineer to understand scope requirements, Statements of Requirements, and project risks and connectivity with other scopes.
  • Ensures robust risk assessments are undertaken on projects and plans with mitigation put in place to minimise risk to scope delivery in terms of safety, cost and schedule.
  • Ensures all parties have a clear understanding of the overall strategy, business drivers and priorities of the project and manages the interface and communication processes between parties on all project activities for the duration of the project.
  • Project management of engineering delivery team and construction contractor and any other key service providers, including the review and challenge of contractor performance, review of work schedules, identifying opportunities to improve performance, reduce costs, maximise use of resources, review third party invoices where necessary challenging costs and reaching agreement.
  • Ensures any contractors involved in project delivery develop safe robust and realistic plans which include engineering, procurement, fabrication, vendor mobilisation, offshore construction and commissioning.
  • Acts as approving authority for scope changes and any associated impact on project cost, schedule and quality.
  • Raise and gain approval of Authorisation For Expenditure (AFEs) forms for each stage of the work prior to start of the relevant work phase.
  • Responsible for ensuring that all modifications are carried out through the TAQA Management of Change procedure and progress recorded in the eMoC system.
  • Key point of contact for communications on project scope changes, schedule changes and progress to operations onshore and offshore.
  • Contributes to the tendering and selection process relating to the award of relevant services and engineering contracts.
  • Ensures lessons learned from projects and modifications are captured on completion of activities and recorded in the TAQA lessons learned database.
  • Maintain the Projects and Engineering department’s 2 year plan ensuring that all projects have been planned effectively identifying all resource requirements to execute the work.
  • Sponsor all project work through the Integrated Asset Plan (IAP) by attendance at the fortnightly 84 day asset hub planning meetings.
  • Ensure that the construction team are adequately informed of any scopes that require any specialist tooling, personnel or acceleration to timescales to meet and changing priorities.
  • Take an active role to ensure that project close out is completed in accordance with the business targets.

Experience

  • Proven track record within industry in project engineering/management in Operator or project environment
  • Proven ability to develop highly effective working relationships
  • Proven experience of managing teams
  • Proven experience of the management of contracts
  • Proven commercial experience and commercially astute
  • Demonstrable exposure to multi-discipline work
  • Responsibility for delivering front end, detail design and construction documentation
  • Design engineering awareness and good understanding of codes, standards, risk based decision making, quality assurance and compliance
  • Extensive experience in design / engineering / project management roles

  • Knowledge of concrete gravity base structures
  • Politically and emotionally aware

Qualifications

  • Chartered Engineer (Civil / Mechanical / Process)
  • Project Management qualifications eg APM, MSc

Internal Interactions

  • Modifications Manager - report weekly performance demonstrating delivery is in accordance with the Projects and Engineering plan and within agreed financial approvals.
  • Hub Superintendents – confirmation that clear priorities are received for inclusion into the Projects and Engineering plan, keep hub superintendents briefed on status of scopes.
  • Project Planner – maintain the scopes in the Projects and Engineering plan.
  • Integrated Asset Plan Planner – sponsor all projects at the 84 day planning meetings.
  • Construction Focal point – involve in constructability reviews and monitor offshore execution delivery performance.
  • Integrity Engineer – confirm delivery of scopes associated with maintaining plant integrity are delivered in a manner to remove the asset threat.
  • Procurement/Contracts team – ensuring the correct commercial conditions are applied to each service or item purchased.
  • DCC – engage DCC for efficient circulation of documents internally and externally to TAQA.
