Job Description



key Tasks:

  • Formulating, implementing and maintaining performance management, succession planning, career development, learning & development, knowledge management and talent management policies and procedures
  • Advising stakeholders on the implementation of  these policies and procedures
  • Interpreting these policies and procedures  for end users to enable them to comply  with the requirements
  • Interpreting  relevant policies and procedures for end users to facilitate them to resolve their conflicts
  • Supporting the VP of Human Resources in the development of the budget with respect to  competency-based performance management systems and processes
  • Approving templates of development plans and competency-based performance appraisal forms prepared by the HR Business Partner
  • Approving after ensuring performance objectives are devised appropriately and aligned with strategic objectives of TAQA 


  • Ensuring that appraisees have the ability to conduct a self-assessment and to ensure that the appraiser’s assessments are done fairly and consistently
  • Reviewing the competency matrix and competency dictionary to validate their quality and appropriateness according to job roles
  • Ensuring effective completion of mid-year and annual performance plans and assessments within approved timescales
  • Approving Oracle data and automation activities
  • Assisting the Human Resource department/sections in the TAQA Business Units with interpretation TAQA’s Human Resource development policies, procedures, systems and guidelines
  • Building a relationship with training and development departments/sections within the TAQA Business Units and making sure that they are aligned with TAQA training and development policy and standards
  • Approving by ensuring successor’s performance, assessments and developments are appropriately designed,  implemented and aligned with the Human Resources plan
  • Approving inspiring Career development plans of individuals to meet their horizontal and vertical progression requirements  and ensuring the alignment with Human Resources plan
  • Cross-referencing training needs by reviewing performance appraisal  process and approving Individual Development Plans
  • Ensuring timely preparation of accurate Human Resources reports for providing decision making support
  • Ensuring appropriate accountability and compliance of the approved budget
  • Providing regular feedback to the VP of Human Resources on performance and training issues and assisting him /her  in planning any new initiatives for improvement in the section
  • Providing statistical analysis of performance and training data as needed from a variety of sources; example facility Management team etc.
  • Organizing and supervising the work of the subordinates to ensure that all work within the training and development section is carried out in an efficient manner, consistent with operating procedures and policy
  • Evaluating performance and analyzing training needs in order to deploy relevant training programs to build internal capabilities for assigned division (training and career development
  • Advising employees in their development plans as necessary
  • Ad Hoch projects assigned by the  VP of Human Resources



  • Bachelor degree in Business, Human Resources or related field


  • Master degree in HR , Business or related field


Minimum of 7 years of experience in Human Resources with experience on some of following areas:

  • Competencies
  • Succession Management
  • Performance Management
  • Development Planning
  • Employees Relations
  • Ability to influence Professionals of all levels
